I am a non-European living in Italy. Currently, my permesso di soggiorno has expired and I have applied for a new one. However, I need to go to another Schengen country for a job meeting before I get my permesso di soggiorno. Do you think if it is possible for me to get a temporary permit to travel in Schengen area from the Questura office in my city if I supply my claim with proper documentation?

It is possible and you need to apply for a residence permit called: Permesso di soggiorno provvisorio.

Here is a list of documents you need to submit to the police station:

The expired residence card
The receipt of the post office for the renewal request
Original passport
4 Photos
16€ stamp (Marca Da Bollo)
(last but not least) a document that proves you need to go to another country before receiving your new card. I found this module from the website of Questura that you need to fill - regarding the motivation you can see some examples here. Work trip, school trip and reservation of a plane ticket are some of them. In your case I would try asking the host company to send me a sort of invitation letter that could strengthen the request.

Can you leave Italy while waiting for Permesso?

If a standard Permesso is not granted, you can stay in Italy with the receipt and leave the country, but cannot re-enter Italy. If a personal emergency situation should make it necessary for you to leave Italy while still waiting for the Permesso, please contact the ICTP Visa Office.

What happens if I miss my permesso di soggiorno appointment?

If you miss both appointments, the central police station (Questura) will archive your request for a residence permit. Contact the International Desk immediately.

How long can I stay in Italy after my Permesso expires?

After your visa is expired you can stay legally in Italy further 60 days during which you can require the renovation of it. At the end of those 60 days if you have not submitted such request your stay in Italy is nomore legal.

Can I travel in Schengen with residence permit receipt?

Holders of the postal receipt for the residence permit renewal can leave and enter Italy, only provided that: they have the passport, the postal receipt of the residence permit renewal and the original of the expiring/expired residence permit; the travel does not include transit through Schengen Countries.
