I am going on holiday to Cuba for two weeks and would like to do lots of exploring of different areas and towns travelling mostly by bus and possibly train (avoiding air travel where possible). My question is: how much can one rely on the public transport network? Do buses & trains generally depart/arrive punctually (to their timetable)? Are breakdowns common?

I'm not expecting Swiss-levels of efficiency but don't want to be over-ambitious when planning my itinerary.
