I couldn't find any official information in English, but on the Belgian immigration office's Dutch-language page on airport transit visas, the absence of a mark in the box corresponding to India and Belgium indicates that Indian citizens currently do not require an airport transit visa in Belgium under any circumstances.

Do Indians need transit visa in Brussels?

If travelling from India means you are an Indian citizen, you need a Schengen ENTRY visa to be able to leave airside at the airport, whether this is for a few hours or a few days, and to visit Brussels or stay landside at the airport (http://www.vfsglobal.com/Belgium/India/short-term.html).

Do I need a transit visa for Brussels airport?

If you transit through more than 1 airport in the Schengen area (e.g. Amsterdam and Brussels) before taking your flight to your end destination, you will need to apply for a visa type C, even if you don't leave the airport. A multiple transit visa will only be granted if the need for such a visa has been proven.

Do you need a visa for a connecting flight in Belgium?

A transit visa allows you to stop in Belgium to change flights or ships while you are on your way to another destination. There are two types of transit visas: Airport Transit Visa. This visa allows you to stay in the international area of the Belgium airport while you wait for your next flight.

Do you need a transit visa for connecting flights?

Most countries that normally require that you have a visa, do not require the visa if you are a transit passenger, someone who is only transiting through the airport. As you don't go through immigration, and you don't enter the country, hence no visa is needed.
