I'm applying for my passport. I passed 10th standard. Now I'm studying btech (bachelor's at a technical university) 2nd year. I'm 19 years old. What should I answer for the question "ARE YOU ELIGIBLE FOR NON-ECR CATEGORY"? The choices are either yes or no.

Non-ECR, formerly known as ECNR, means Emigration Check Not Required(ECNR). In general, if you have passed 10th class/grade (Matriculation or Higher Educational Pass Certificate) or have a higher degree then your passport falls under Non-ECR Category.

Who is not eligible for non-ECR category?

(i) All persons possessing educational qualification of matriculation (Class 10) and above are normally eligible for non-ECR passports, except those having POE-notified professions such as nurses who require emigration clearance irrespective of their educational qualifications.

How do I know if I have ECR or non-ECR?

Among the two categories of Indian passport, want to know which category does your Passport fall under? If yes, then turn the last page in the Passport to know whether it an ECNR or an ECR passport. If there is nothing mentioned on the last page, then your passport falls under the ECNR category by default.
