USA Passenger rights: Airline making it impossible to refund my refundable ticket

Bought a refundable ticket with JetBlue. Tried to refund it: manage my booking -> cancel booking. Site threw a "this part of our site is not working right now please call us". Called them, estimated wait time is 360+ minutes. I have been on hold for a while but considering that is six hours, I think it's infeasible to expect any adult to spend that much time on hold.
Do I have any rights at all here? Or am I just screwed?
