USA J1-visa: apply in country different form passport nationality

I need to apply for the J1-visa, and I have an Italian passport. I do not yet have the DS-2019 (so I cannot complete the DS-160 yet).

Question: Can I apply for the visa at a USA embassy in United Kingdom?

I am confused because:

i) I see I have to choose an embassy at the very first step for the DS-160 (https://ceac.state.gov/genniv/),

ii) but the phrasing in Completing the DS-160 here:

https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/forms/ds-160-online-nonimmigrant-visa-application/ds-160-faqs.html

makes me think that once the DS-160 is completed I can apply to any embassy in any country for the interview.

Can I apply for J-1 visa from another country?

Anyone with a Certificate of Eligibility (Form DS-2019) from an exchange visitor program sponsor can apply for a J-1 visa at a U.S. consulate in his or her home country. You must be physically present in order to apply there. You can normally apply any time before your program begins.

Can I apply for U.S. visa in a different country?

As a broad rule, someone is allowed to apply for a nonimmigrant visa, such as a tourist, student, or other temporary visa, at any visa-issuing U.S. consulate or embassy. It doesn't have to be a consulate in the person's home country.

Do I need invitation from an US citizen or someone in U.S. in order to qualify for a tourist visa?

An invitation is not required and cannot guarantee visa issuance. In fact, there are no required documents for tourist/business visa applications. Visa applicants must qualify for the visa according to their own circumstances, not on the basis of a sponsor's assurance.

Can I schedule a U.S. visa interview in another country?

You can schedule US visa appointment anywhere in the world. If you are traveling and would need to schedule your US visa interview appointment in a third country, you can very well do so. It is not mandatory to schedule your appointment in the same location as in your DS-160.
