All dogs I've ever seen here were on leash but this of course doesn't mean that there is a law. My Japanese is not good enough to read law texts about this.

Can dogs be off leads in public places?

In public places, you must keep your dog 'under control'. Generally, this means close to you and ideally on a lead. If they're not on a lead, they need to be under control in another way, such as paying attention to your voice commands.

Does Japan have dog restrictions?

Japan is a pet-friendly country and welcomes dogs and cats of all breeds.

Should dogs be on a leash in public?

Virtually every community has a leash law. The law requires that dogs be kept on a leash at all times when on public property. While on private property, dogs must be under control of their owners. The intent of the law is to protect the health and safety of the public and to protect your pet.

Why is a state requirement for all dogs to be on leashes in public an example of statutory law?

One is to obey state and local leash laws. Leash laws help keep a community safe by requiring owners to remain in control of their pets at all times. Breaking California's leash laws can lead to fines for the owner. It could also result in civil liability if a dog running at large attacks and injures or kills someone.
