Do I have to pay taxes on my Global Blue Purchases?

I am a US permanent resident. When I shop in Europe or some other countries, I can use the Global Blue program to shop tax-free (minus some fees).
Do I have to pay import taxes when I bring the goods into the US, especially California, or do I have to declare these goods?
Edit: To clarify, I am talking about a laptop $2,000 and a purse of about $1,500 value. The follow up question is: Is this dependent on the category I buy goods of? Or is this generally treated as "duty-free"?
