Can I buy alcohol in duty free in Belgium and take it in my carry-on luggage through TSA check in Dublin? - Aged women using smartphone together

I'm soon taking a flight from Brussels to San Francisco with Aer Lingus via the US preclearance in Dublin. I have read elsewhere that it's ok to buy alcohol in duty free shops in Dublin if they are in a sealed bag and then take them in my carry-on luggage through the TSA check in Dublin. Does anyone know if the same holds for alcohol bought elsewhere in Europe?

I find the TSA website a bit confusing as it states that this rule only holds if one travels "to the United States with a connecting flight."

You will not be able to bring duty free liquors or perfumes in containers larger than 3.4 ounces / 100 milliliters through a TSA security screening checkpoint in the US, and similar conditions apply in many other countries, including Canada, Australia and the United Kingdom.
