What's a "Redress Control Number"?

When booking a flight reservation recently, I noted it had a non-compulsory field asking for a Redress Control Number for your reservation.
I gather this is somewhat related to the No Fly list, but was wondering if someone could explain how it works and whether it just gets accepted and you're waved through at the gate, or whether it still requires you get some thorough investigation as a result :)
