Tax refund in the European Union

I am currently in Berlin and have done some shopping here. I will be going to Amsterdam from here via train and then will my take return flight to Delhi from there.
I don't think train stations have tax refund offices and I am not sure if Amsterdam will accept Berlin shopping bills.
Can someone guide me on how tax refund will work in this scenario?
