My ESTA is expiring - how does one go about renewing it?

I got an email from the Department of Homeland Security(!) to say my two-year ESTA is expiring at the end of next month. Is there a way to just renew it, or do you have to go through the complete application process again?
Also, do you need to wait for it to expire before applying?
