Before takeoff (and after landing), the laws of the current territory apply. Punch out a USAir flight attendant at the gate in Mexico City and you deal with the Policía Federal (and probably wish you didn't).

In flight, the laws of the country where the aircraft is registered apply. However, the laws of the destination country are also a factor. The crew can simply report a problem to the next destination - police in most countries are usually quite happy to deal with the issue. Whether the problem is carried to the destination, or the plane returns to the origin / lands mid-route are a judgement call based on the severity of the problem and the possible alternate airports. It would have to be a major issue for a pilot to divert to Pyongyang.
