I am looking to take two of my nephews (12 and 10) on their first flight.

The flight will be about 1 hour long and will stay within the state.

Do I need some kind of written consent from their parents (my brother)?

Also, would they even need some kind of ID?

Can I travel with my friends child?

If you are travelling with someone else's child/ minor / under 18, you will need a letter of consent from the child's parent/legal guardian to allow you to take responsibility for them.

What documents are required for a child to fly?

Can I fly with my baby niece?

If you want to take a niece or nephew under the age of 18 on a trip in the United States, you must have their parent's permission to do so. If you do not have parental permission before taking a child -- even a relative -- you could be accused of kidnapping.
