Does this mean that if I change my outbound (O/B) leg, which is the segment of the journey before the point of turnaround, it will calculate the new price using the fares at time of ticket issue? If yes, what happens if the fares for the outbound leg I want to change to were not available at the time of booking?

And contrarily, if I change the inbound leg, it will calculate using fares at the time of change?

it means for the unused ticket you have to recalculate from origin and apply the current fare as per the date of travel /Validity.

After departure /Partial used historical fare has to be used subject to your type of journey looking into the combinability. If there is an extension you have to raise it from origin.
