I live in America. I do not currently own a smart phone. I basically need to be able to check my email quickly while I'm in Thailand. The idea is that a smart phone + a data plan would accomplish this.

Is there a carrier who can provide data world-wide? What about voice too, would my us number be reachable while I'm abroad? I'm looking for the best rate too. Perhaps the best rate would be to buy an unlocked GSM smart phone from ebay, then go to Thailand and obtain a data plan there.

You're much better getting a mobile phone/SIM over there, than trying to do roaming. Mobile data roaming is very expensive, especially if you go to countries that aren't also rich and developed.

If you get one in USA, make sure you get a GSM phone. Everywhere (practically) in the world (except USA) uses GSM.
